Is there any way to disable the feature that makes NPC invin

The reason I ask, is because I recently went to Solitude and when I first walked in I tried to approach the guy who was about to execute the prisoner, once I did this everyone attacked me including the guards. My follower got tied up in the town for many days while I ran off and took refuge in a bandit camp, eventually she made it back to me and I decided to go back to Solitude once the smoke cleared. I was able to go back without guards attacking me however there is one annoying NPC named "Jaree Raa" who is an argonian and he keeps attacking me non stop. I kill him easily but he never dies, he just keeps getting back up and attacking me no matter where I go in town and its annoying,.

So, there is no way to disable this in the console or the .ini files? Evertime I go to Solitude I get to be attacked by an annoying argonian? [censored] this svcks.

I think there is a console command, setessential, that may change a character to either essential or unessential when used. I might be wrong though.
Edit: Found the TESCS wiki page for it, http://cs.elderscrolls.com/index.php/SetEssential, hopefully it still works.
Also, it may be possible to use StopCombat (http://cs.elderscrolls.com/index.php/StopCombat) to get him to leave you alone.

Oh you play on PC, well maybe there is a way then, and if not now, im sure there will be mods out for this issue later on.

Neither of these worked, so I guess my game is screwed if I want to go to Solitude now. Oh well, I will roleplay a stormcloak since they kicked me out.

That's what I miss from Morrowind. The ability to truly affect the world and quest givers, etc. I guess they thought it was better to leave this feature in. I wish they still went into ragdoll so we could at least loot them when they're down. Just falling to the knees then getting back up is lame. They should have made a toggle for this in the options or something. I can imagine it would mess with a lot of the game world, but hey. It's part of the fun.

Yeah, the player should be able to impact the world however he/she wants.
