Modding Vanilla NPC eyes?

Greetings forum! My name is Sparklepaws, and I'm having a slight issue I'm hoping you all can help me with.

I'm attempting to make my place in the world of modding, and my first project is modding the vanilla NPC eyes to my own customs.

To make a long story short, I've managed to successfully replace the eye meshes (I'm using a two-eye DDS texture) using TES CS, and then saving the mod to a .esp file. For some reason, even though I have NO MODS installed other than my own and Bashed Patch, my eye textures do not appear on the NPCs at all. In fact, although my meshes do work, the textures that I see on the "googly" eyes are the vanilla defaults.

I might also mention that the textures appear fine in TES CS. When I check an NPC in the CS for example, they have my meshes AND textures on. It's only when in the game that it fails.

Things I've tried:
Wrye Bash (BSA Redirection)
Checking for Dirty edits (all clear)
OBMM (For Archive Invalidation)
Reinstalling Oblivion
Remaking the Mod
Using default meshes with my eye textures.
Renaming all textures, meshes and folders involved.


So. Oblivion is recognizing my meshes but not my textures. Anyone know why?
