Hmm...maybe. RAEVWD is certainly a worthwhile addition to far-distance viewing. I'm not sure that is what OP is asking for. He specifically mentions "terrain". RAEVWD, nice as it is, deals with objects placed in terrain, not terrain itself. For that you need a Landscape LOD replacement pack. Quite a few exist. Most consist of textures (both "color" and "normal" maps) but not meshes. Alternate meshes are normally provided by landscape altering mods like some ULs and Elsweyr-Anequina.
There are a variety of Landscape LOD texture packs available at NEXUS. A search will readily find most of 'em. For a long time I used one of the 4096x4096 (hi-res) packs. I liked it very much. Far distant views were absolutely stunning. That said, it had its fault. Close-distance LOD could be downright ugly (thought that wasn't invariably the case), and no pre-made set of LOD textures will reflect your exact load-order. For that you have to create your own. Rule of thumb...Landscape LOD textures that look best at far distance tend to be weak up close. Conversely, Landscape LOD textures that look best at close range tend to be bland at a distance. One can also take the middle path...good visuals at all view distances but outstanding neither near nor far.
That is of course only my rather biased observance. If anyone knows of an LOD texture pack that is stunning at all distances please clime in and correct me.
There's a new utility, tes4ll Landscape LOD Generator, that creates custom LOD meshes that can reflect your specific load order. It even provides a way to hand-correct mismatches that aren't eradicated during a stock creation process. I'm quite pleased with the mesh set I created using the utility with its hi-res setting options enabled. My current set is not perfect, but a far sight better than the hodgepodge of LOD meshes I previously used. My next set will include hand-edits. (This one doesn't.)
