It depends on the level of [censored] that your [censored] [censored] [censored] soul [censored] gem is. The higher your [censored] [censored] [censored] soul [censored] [censored] gem, the [censored] better you can [censored] make that [censored] [censored] [censored] [censored] [censored] enchantment. Keep in your [censored] [censored] mind that number of [censored] [censored] [censored] charges also [censored] affects the [censored] strength of the [censored] [censored] enchantment.

What you learned is the enchantment, not it's strength. How much fire damage it gives to the things you enchant depends on at least four factors.

Your enchantment perks
Your enchantment skill
The size of the soul gem you use
The number of charges you give it. (the more charges, the less damage per charge).

well i don't really want to waste points in enchanting at this stage, but i used a grand soul for a frost enchant and the damage did not go up with the soul gem size, only the number of charges

Reduce the number of charges and the damage will go up.

Enchant perks + skills determines it's power
Soul gem determines the amount of charges

petty soul gem and grand soul gem give me the same damage, just varying charge amounts

When you disenchant something you don't disenchant the value but the effect. So really in all likelihood, you want to disenchant the crappiest weapon/armor you find or buy with the effect you want. When you turn around and enchant it, the strength of the enchant will be determined by your skill and size of the soul gem.

Edit:
And to clarify, I say disenchant the crappiest version you find because if you find two items with the same effect you can always sell the more expensive one.

Reduce the number of charges and the damage will go up.
