I found this on like 3 character files now, and still have NO idea what it does, or where it needs to go?

But a group of Jackal/Viper? have it near Cook-Cook's location (one of the NCR's bounties)...

All it does it rot in my inventory, what exactly IS it? And why can't I get rid of it?

I think it's part of the 'How Little We Know' quest, but I've never had a use for it in that quest.
