If I'm understanding you correctly, the best way to get them working together is to install TIE, reset the weapon damage stats to vanilla (via mod or configuration setting as appropriate) and let Spookys combat mods handle the damage changes alone.
And is sounds like the same approach should work for other overhauls (like FCOM) that affect weapon stats and mods that add new weapons too.
If so, it doesn't sound as bad as I thought. Thanks for explaining it
