Where can I find a Steel Plated Helmet?

Hey guys. Just wondering if anyone could point me in the right direction of acquiring a Steel Plated Helmet (the one with the two wings on either side of the indented visor), part of the Steel Plate alternative armor set. I have acquired the gauntlets, chestpiece and boots a long time ago and have been unable to find the helmet to complete the piece. I really don't want to waste two perks on the Light Armor side of Smithing just to make it; why would they put the heavy armor classified Steel Plated on the Light Armor side of the Smithing tree anyway? But yeah. I tried following the Elder Scrolls wikia which said there was one equipped by Rigel Strong-Arm, but I killed her and she only wore standard Steel Armor with no helmet. I saw photos with her equipped with it so I assumed she spawned randomly with different armor sets and tried to play around with that idea to no avail.

The only other listed location by the wikia for the helmet is in Tovald's Crossing in an Expert-locked box, and it looks like a steep few (three) high-level dungeons to get there, so that is not an option. Does anyone know where to find the helmet? Or can anyone confirm for me if merchants actually sell it? I have yet to see it in stock at Whiterun, Solitude or Riften.

I'm pretty sure the boss on Gallows rock (companion quest) had one, i don't know if he is there if you haven't started the quest though.

I did the Companion quests relatively early in my current playthrough, and have finished them. I am now at Level 25. So I am assuming high-level equipment is staring to spawn, and it has to an extent. Except for the Steel-Plated Helmet, which is irritating me to world's end.

It might have just been the level I did it at, but when I did the quest to go to that Black-Briar estate in the woods to steal the horse Frost and her paperwork, all the mercenaries guarding it were wearing steel plate pieces.

I'd suggest Companions quests too, if you hadn't already finished them.

Other than that, just constantly check at the shops. If you spend long enough waiting two days for their inventories to reset and fast-traveling between cities, eventually one will show up.

Why don't you just buy one from a Smith?

They will eventually become available.

You may find a full set in a whole town.

Check out Whiterun where there are at least 4 shops that sell plate armour.

Yep... just keep playing. I'm looking for a flawless ruby... but know better than to obsess on it.

If you read my full post, I pointed out that the smiths still aren't selling it, after having been selling the rest of the set since I've been level 14.

Luck of the draw mate, I've been waiting a dogs age for another Ebony dagger to drop off a corpse and I'm lvl 41 and I haven't seen a single Deadric weapon. Unless you take up smithing, your at the mercy of the AI spawning the piece of kit.

I actually know where one is.

On the road to helgen, (the intro to the game) near that road and next to a coven of witches that you do the nettlebane quest with is a hollow tree. Inside is a skeleton with a plate helmet and a coinpurse.

I tried finding the Hollowed tree with such items and actually did so (which amazed me) but alas, a standard Steel Helmet was inside, not the plated variation.

So is it to do with my level? I'm level 25 and I thought by now such spawns would already start occurring. Anyone know?
