ok...this is going to sound silly but please help

i have looked pretty much everywhere and i cant find anyone who sells any shotshell primers. any advice where i can find some please?

Do you have the Hand Loader perk along with the necessary coins?

EDIT:Whoops...I'm not sure if Hand Loader is required to craft Coin Shot.
