How come there are more bandits and necromancers than regular people ?

Times are hard. The country is still recovering from the war with the Thalmar. Once wars end many soldiers without jobs or homes became mercenaries or brigands. It's a common theme during the dark ages -> medival times.

Because you really don't want to kill the regulars in the game. They are the ones who give you quests and rewards and do business with you. So, you need something to play with when there are no Dragons, or Wolves, or Trolls, or Tigers, or Crabs, or Bears, or Giants, or Wraiths, or Drauger, or Skeletons, or Horkers or something else is not around.

I will say the Citizen-to-Guard ratio is rather high in Skyrim. Best protected citizens world-wide, hands down.

I think when guards say they used to be adventurers, they really mean bandits.

I mean how often do you encounter other adventurers? How likely is it that just a few years ago there were hundreds of them wandering around but now there are barely any?

The enemy:badguy ratio is always ridiculous in games. Literally the only one I can think of that did it differently was Planescape: Torment, and that was 15 years ago with 2d sprites, so it shouldn't count anyway. Maybe the OP should go to the Nintendo forums and ask why there are so many meanies in Mario games and not enough plumbers to offset it.

I do have to agree with the citizen:guard ratio, though. It's a fricken police state.

If it wasnt for the brave Bandits and Necromancers the remaining Townsfolk would have been eaten by Beasts a long time ago.
Now that the Dragonborn relentlessly slays their Airforce capabilites it is only a matter of time before Skyrim has to bow to the Frostbite Spider King.

Adventuring is always one of the first businesses to get hit during a failing economy. Sorta like construction IRL. People just don't carry their fine loot around when times are tough.

I want a mod that simply renames many bandits "Reavers"....
They introduced them in Bloodmoon, and could have offered a bit more variety by creating this group, perhaps with some distinctions...maybe even some who are non-aggressive with a few quests, and perhaps a join-able faction, or something.
Curs, and scallywags...brigands...the lot of them.
