Is there any way around the Riften/Disrupt Skooma Den glitch

I discovered and cleared Cragslane Cavern long before obtaining this quest and it seems to be impossible to finish. There were only 2 bandits in the cave whom I killed and received no credit for. I really want the Riften house. Any way around this on the XBOX (please no "open the console and cheat" replies)

Now every reply will be about using the console.

Dont think. Also if you want to be thane of Riften, DO NOT visit your house before talking to the Jarl to become thane. If you do the dialogue option will disappear. I just reloaded a save from 10 hours ago and Im currently powergaming my self back to the same level and quests...

Im certainly keeping separate saves now.
