Well as the number of new shouts decreases over time the it comes more likly that you will get a upgrade.

I've had a note from "a friend", and was wondering if we ever found out who it is? If anyone knows, make sure to put it in a spoiler tag in case others don't want to read it.

Why the rush getting all the shouts so fast? You will get them all when exploring all the locations anyway.

The word you find is random. I've been trying to find Storm Call, but not found a single word of it, yet. However, I've got two words of power for Kyne's Peace and Aural Whisper. The only Shouts I have all thee words for are the ones that you master during the main quest.

In all honesty I hardly use my dragon shouts because they are not that good. But then must of them are level one shouts. I do have the level 3 force shout that is ok against people types. But it doesn't effect creatures. The storm call level 1 is ok but it attacks your companion as well. Other than that most spells or conjures work better than shouts.

storm call is a level 1 shout. It was a cave where female mage wanted me to help her through the cave to find a scroll for her. (not the elder scroll)

No, it's not. It has three Words (Strun Bah Qo) and, like almost all other Shouts, those Words must be found from three different locations, one of which is during the MQ.

For me I find that wandering around randomly is the best way to go. although ill occasionally check out leads i get from couriers, all the while checking out places in between here and there.
