The Battle for Fort Sungard

Hey guys, this is my first post. I tried to find this issues on the net but it seems i might be the first one to have it or at least i was unable to find anybody else with the same issue as me.

Here's the issue:

I started the quest The Battle for Fort Sungard (I'm with the stormcloaks), since i already had visited the fort before i used fast travel. When doing so i failed to meet with the men that would help we take over the fort and the system automatically putt me on the next step of the quest which is "Take over Fort Sungard by defeating the enemy ( 100% Remaining)". The issues is quite simple, NO ENEMIES what so ever appears!! I tried waiting, going to other locations, restarting the game and restarting the console. None of those worked, no NPCs arrives/appears ever thus i'm unable to complete the quest.

Questions:

Is it an isolated issue? Or did other people have that problem?
Is there a way for me to fix the issue or counter it?

Details of console and character (in case if it is needed):

PS3 Slim 320GB
Current update of the game 1.02
Character level 50
No companions

I have exactly the same problem. Maybe it will be fixed with the next patch.

I have another quest issues with the "repair phial" quest issues but it seems its already a reported issues. Fact is, i've noticed that most of my problems have started since that dragon AI issue, its a frost dragon that flies backwards, flies in ways impossible (like paper in a strong wind) and it cause frame rate slow down when you see it. Of corse not all issues are necessarily linked but all of those issues are linked through the system of the game so is there something wrong with it?

Try fast traveling to someplace nearby, select the quest in the journal, then run to the quest marker and see if the Stormcloak soldiers are there then. Should move along normally after that.

Already tried that, matter of a fact i tried everything i could on my side. I don't thinks its an issue that i can counter so easily or at all... :(
