How Do Weapon Object Effects Work?

I'll start by saying I'm really bad with GECK. I can only really edit items and add them to the world.

I made a new 9mm that is my characters signature weapon and I want it do deal Perception/frost damage. When I create the object effect the only option for Range is Touch, how does that work on a gun? I tried it anyway and in-game I could not tell at all if it was working.

So my question is if this is possible through Object Effect or if it needs a script or something, and how I can see it working.

Touch is correct. It's an artefact from Oblivion, where they were enchantments- so sword enchantments cast on touch when you struck.
