I imagine simply for animation/aesthetics. You can 'breathe' fire and frost and have it look natural (even though it's technically a shout). I don't know how you do that with 'shock' or lightning.

Mainly cause shock is the one element they are weak to.

Man, if there were anything to get mages to use wards more, it would be shock dragons.
