Mod programs i dont understand

for some reason im down loading some mods and it asks for a program 7 zip and rar i dont know what those are can someone inform me what i need to do

Download one of the systems NV Nexus suggests. The systems unzip the compressed mod files or something of the sort.

7zip, winrar, winzip, etc. are just programs that allow users to compress multiple files and/or folders into a single file - their main benefit (imo) to us (the downloaders) is that one only has to download the single file instead of tons of separate files etc.

Sometimes it helps shrink the size of the download too, but that depends on the file types...total file size doesn't always end up being very different.

Also, I'd recommend reading some guides on mod installation as well. Look up things like "load order" and "conflicts" in reference to NV mods. It's actually pretty simple stuff but you can really mess things up if you don't know what you're doing.

Yes, always read the ReadME files for compatibility and install order. That can't be stressed enough.
