Whats the 25% go towards? ..the way its worded makes me think its not for smithing...

Isn't it 25% bonus armor when wearing dwarven armor? Then there is a second bonus that increases smithing level rate.

Edit: Double checked, Its 25% bonus armor when wearing dwarven armor and blacksmithing increases 15% faster. Hope that answers your question.
