Considering Explosives are totally nerfed so the Mercenary Pack's Thumper is useless....and you can pick up a free set of binocs in the first hour if you go to Primm...the Classic Pack is by far the best. The Vault Suit is good for the whole game, from my experience.
In terms of armor, the Light Metal Armor of the Merc pack has the best DT of all the pre-order armors (12 DT). On top of that, it has the same DT as the regular Metal Armor and it's 2/3 lighter (20).
The Armored Vault 13 Suit has the same DT (8) as the Light Caravan Leather, but it's a bit heavier (15 vs 10) and has less durability (100 vs 150) making the Vault 13 suit the 3rd best armor and the Light Leather the 2nd best.
The Tribal Raiding Armor is the poorest of all the selections, offering no unique advantages nor difference in looks vs the standard Raider Blastmaster Armor (4-DT/100-HP/15-WT) other than the name change. Disappointing to say the least.
In terms of the rest of the gear, the Weathered 10mm is probably the best weapon, especially considering it was patched so that the Silencer and Laser Sighting Mods no longer glitch the gun. On top of all that, the extended mags and the 10mm JFP Hand Load Rounds (if you have the perk) make it a great side-arm to use all the way to the end-game given the suppressor sneak bonuses and the extra damage over the standard 10mm.
The only drawbacks vs the standard 10mm is that the weapon's shape is not updated with the mods (though the bonuses still apply) and unfortunately, it does not count as a holdout weapon so no sneaking it into the casinos.
The V13 Canteen gives a slight edge in hardcoe mode by reducing your rate of thirst. Although it may not seem like much, the thirst stat seems to go up the fastest in HC mode so slowing it down does help in the long run.
I suppose the Machete and the Throwing spears and bleak poison from the Tribal Pack would make good starting gear for a Melee build, but if you aren't going the Melee route I'd say the Tribal as the weakest offering of all the other pre-order DLC packs.
