Blessings of Talos bug?

As I have done in the previous two Elder Scrolls, I have had much interest in the Nine Divines. (No, it is not eight! ;P ). I liked to get their blessings, but I noticed something about the Blessing of Talos.

The Buff on the Blessing of Talos simply says: "Time between shouts is reduced 0%"

I tried the Shrine of Talos in Solitude and in Whiterun, but both seem to have only that useless effect.

Could it be it is just a written error and it in fact does decrease the time between shouts, or is it truly broken and does not do anything?

I've seen something like that somewhere, where the benefit was "0%", but I'm not sure if it was the Shrine of Talos or not.

I know I have an "Amulet of Talos" that does a 20% reduced time between shouts.

i'm not quite sure, but i believe that it is because that Talos' Blessing and Amulet of Talos do not stack with eachother

I have been wearing the Amulet of Zenithar though, (10% better prices) and it still does not do anything

I guess I will assume it is just a bug!

It will say 0% whether you have the amulet of talos or not equipped.

Confirmed as well. I wasnt sure if I pissed off Talos somehow and he is mad at me or if its just a bug. I am going to time it later and see if it really does change the cooldown.

it is supposed to read 20% not 0%, forgot where i found it, pry on wikia but it was credible i think.

Yeah, both me and my friend get this, him on 360, me on PC. I'm expecting it to be fixed in the next patch, it doesn't seem like it'd be a glaring problem that causes it. Just a typo, I suspect.

Can anyone confirm if the Blessing of Talos really doesn't stack with the amulet of talos? If so, that's kind of svcky. I mean, everything else stacks, doesn't it? Also, pretty much all the other blessings in the game can be replicated with skills/spells, enchantments, potions. The dragon shout reduction, so far as I know, is an effect you can *only* get through the amulet/blessing. If I'm wearing an amulet of Talos, I'm *not* wearing some other amulet, so I'm making a tradeoff - shouldn't I get something in return for that tradeoff? I'm I'm using the Blessing of Talos, I'm not getting the benefits of some other blessing. Shouldn't I get a benefit from that tradeoff?

It's completely stupid game design to have someone get a blessing that does absolutely nothing. I could totally see them making it so that like, instead of a 40% reduction total, maybe the two add up to like a 30% or 33% reduction when you have both. I would totally be cool with that - a 40% reduction would be a pretty big bonus, I realize, seeing as the cooldown time is the only "cost" of shouts - no magicka, no stamina, etc.

Blessing of Talos and Amulet of Talos stack perfectly well with each other, it's just that Blessing of Talos effect magnitude is 0%. I don't know if that's a bug or if it's because of the ban on Talos worship.

So, experiment with it. Do a shout before and after the blessing. See how long it takes to recharge.

I heard that this was just a visual bug, in that the blessing is working correctly, it's just the text displaying which is wrong. Would be possible to test I guess, by taking a look at the shout cooldowns.

Could also be this is intentional, as the worship of Talos is declining, his ability to bestow effective blessings is also declining, and has now reached a point where it's completely ineffective...

I am surprised this question is just now popping up. It has been that way for me since launch; It just never really bothered me as I wore an Amulet of Talos most of the time to roleplay.

It's Talos trolling you for not worshipping him openly.

Also, UESP claimed it's just a display bug, but it's doing the 20% cooldown effect. Still, I am not betting on it and opt for Arkay's blessing anytime.

It says 0%, but it is reduced 20% like the amulet. So it is worth getting.
