If you start out with a low skill, it levels almost every use. So you get those skills faster, and in a few levels, they average out to about the same.

It's not like an Argonian and Kajiit both can't have 40 sneak by level 5-8, which happen extremely fast.

Argonians svcked a lot worse in OB. Their crappy END stat hurt a lot. Goodbye to stats, won't miss ya.
