doing the quest were you stop Braith from bullying Lats for the second time... but i cant find Lars to start the quest? I saw him being bullied but the option wasnt there, so i talked to braith and then turned around and Lars had ran off... i checked everywhere, hes not in the Battle-Born hall either?

If you complete the miscellaneous quest, "Convince Braith to stop bullying Lars," you will no longer see him being bullied by her. His dialogue will also change to him thanking you, now that Braith will not bully him, even not look into his eyes.

I'm not sure if this is a radiant quest, but if you can't find him you can use the console.

On the PC, it is possible to use the console to advance through the quest by entering setstage FreeformWhiterunQuest01 stage, where stage is the number of the stage you wish to complete. It is not possible to un-complete (i.e. go back) quest stages.
