I think you're talking 'bout the NCR Ranger Combat Armor, Verteran Rangers can be found with it. IMHO the easiest place to get it would be at Camp Golf. Once you progress to a point in the MQ (I won't post any spoliers ) Vets. will show up at Camp Forlorn Hope, the Dam, and a few other places. If you are "liked" by the NCR you 'should' get the key to the NCR safehouse, which has NCR Trooper, Ranger, and Power Armor. Also, be sure to have at least a high-tier melee or silenced gun (sniper rifle is good enough, a lot of those at Hoover Dam) to sneak kill 'em. Those Rangers can be tough nuts to crack.

I think it shows at level 17. And in most of the NCR bases there will be their Veteran Rangers who have it. Along teh river though is your best bet, but you have to kill them tog et it, so unless your all right witha littel hate from the NCR, you shouldn't get it.

I suggest getting it from the ncr ranger safehouse

LR has very similar armor called riot gear. It also has advanced versions of the armor . Last thing is that LR riot gear is not faction armor so you can wear it anywhere.

Become liked by the NCR, go see Col. Shu at Camp McCarren, he will give you a key to a Ranger Safehouse with the location popping up on your pip-boy. The NCR Ranger Combat Armor is inside. You can get a non-faction and higher DT version of the Desert Ranger Armor in glass-chimed cave near the Sorrows Camp in Zion if you have the Honest Hearts DLC.

You can also get a very cool looking version with some enhancements from the Commissary terminal in Hopeville of you have Lonesome Road.

And if you have LR you can get two even cooler versions with even better stats from the two dead NCR Riot Control troops in the divide. Elite riot gear in particular is probably the best medium suit in the game in terms of stats, and it looks godly too what with those bandoleers of ammo.

The basic Riot Gear from the Commissary can be snagged right from the get-go by a low level character though. Without having to go toe to toe with enemies that will rip anyone under level 25 apart.

NCR Ranger safehouse is the the best way to get it. Just be liked by NCR and go talk to Colonel Hsu.

If you get a silenced sniper rife you can one shot kill the Ranger with the armour at Ranger Post Alpha...

It is amazing the amount of times this question is asked, the armor is not hard to get, if you know where to look
