In the nicest way possible I'll say that your looking right past the best part of the game. The secret is you do what you want to do. Who cares about direction. I'll be in the middle of a quest and out of nowhere someone will need my help and I'll start that. It's the beauty of the game. I do understand where your coming from though. It's a little overwhelming at times, especially at the start. I was like you at one point. Now I do a little of everything. I'll be doing some heavy combat then decide to switch it up and put on a destruction robe and a magic enchanted ring and necklace and role with it. Once you get to the higher levels it all works out well.
I will tell you your problems because I had it. Your thinking way too much. You just got picks direction and walk. See what you see, meet new people, kill enemies, do whatever it is you please. I can spend hours and hours just looking for weapons to disenchant. My point with everything I said is don't think about it just do it. Whatever it may be, you may not know what it is but it will happen.
Or if this doesn't work for you just stay in one area and do all the quest given to you. Eventually those quests will lead you to new areas. Join a guild and just stick with those missions. Find something you want, it can be a certain shout, armor, a weapon, or a house even, just go get it. This game has so much. Just lastnight I found a staff that turns my enemies into rooster and bunnys. It's all there for you to find.
