At Survival 50, Victory heals +6(20s) Hit points, adds 20 Action points, reduces sleep by 15, increases dehydration by 10, decreases Perception by 2, and increases radiation by 10 rads.

to either drink (if your insane enough to do it), or to create Atomic Cocktails, which are more effective imo. Quartz is made to create Nuka Cola if your as mad as a Bomber..and good for me, I AM ONE! >:3
