The "Impossible Thief" is a long-documented character archtype in fiction. In fact, stealing clothing is weaksauce compared to say, stealing the Moon, its orbits, and Elven Arrogance.
That doesn't change the fact that it's simply... silly.
I know it's a fantasy and video game, but what's too much is too much.

Hand-to-hand should be governed by 1-handed, for the same reason swords and maces use the same skill. The reason heavy armor boosts H2H is because Hand-to-hand combat in TES is not bare-fisted-monk battle with stupid near-acrobatic attacks: It's fist-flinging, with added mass to fists causing them to deal more damage.

Most of TES unarmed fighters are monk-like warriors.
Not to mention that Tamriel is simply full of marital arts and they are not exclusive to Elsweyr.
If you base all your positions on "because it makes sense" you're just doomed to a troll fest. That's why politics is the way it is. The reason there are no spears or crossbows in the game is simple. They chose not to include them. We can speculate on why, but there are dozens of reasons... none of which can be defended by anything other than "it makes sense". Some say the extra animations would be too much to do. Others will say they're witholding stuff from us to sell us in DLC later. Others will say they'd be redundant. No one can tell us who is right, or even if anyone is. Play their game... enjoy it for what it is. Quit ruining it for yourself by focussing on what it isn't.
When there is something crappy, I don't pretend that it's not there - that's a sign of a weak-minded person.
Not to mention that people should say if they don't like something (which is one of reasons why these forums exist in first place).
And I don't care if they include those extra stuff in a DLC as long as they implement them properly.
Sneak and pickpocket should be merged, or possibly pickpocket and lockpicking. But I like your ideas, its a shame it won't happen in this game, bethesda won't patch a change in the system like this.

Still, I just had to let this idea out somewhere, and this seemed like an appropriate place.
But then again, just like Eorlund Gray-Mane said, stranger things have happened.

Another thing I would like is the removal of perk points when you level up, and instead you get the perks when you are the right level in that skills. But make the skills much more difficult to level up, remove the stones that increase skill experience, remove the exploits to level skills fast (e.g. muffle for illusion and soul trap for conjuration), change the first perk for each skill to a requirement of 10, also start at level 0 for each skill (you still get racial bonuses though), and also have a limit to the experience you can get from one enemy (so you can't train armor on just one giant).
Then your character would be able to be able a master of all skills, but it would take a while to do, so you would still need to specialise early on.
I personally don't like the idea of being able to master all skills (one of rare things Skyrim did better than Morrowind).
Now your choices kinda matter actually and you have to use your head when leveling up and how to build your character.
Also, getting ~80 perks of total ~250 is enough to turn your character into a demigod.
Well, how about custom classes for starters? Plenty of people use unarmed while wearing armour, because armour increases their survivability. On higher difficulties you have to be a high level mage to even use unarmed without using armour, because you need high level protection spells.
Erm... if unarmored combat gets it's perks in OHW skill, then you can still deal high damage with your fists and wear armor.
On the other hand, unarmored players would left at even greater disadvantage than they are since armored ones can deal more damage with their fists AND have better protection.
Those are reasons why Fists of Steel should be removed.
As in, you're clearly not involved in any combat sports, or you'd realise that swinging a weapon and fighting unarmed are COMPLETELY different.The only thing they share in common is the fact you have to be aware of your own weight distribution. At least with axes and swords the swings are going to be largely similar, with differences in the weapon's inherent weight distribution; even with maces the swings and defences will be similar enough to warrant them being put under one skill tree. Effective unarmed combat is so different there is no circumstance under which it could be considered fitting to put it in the one handed category; not only do fists not have the mass of weapons, and so unarmed strikes have inherently different mechanics, but grappling plays a much larger part in effective unarmed combat than in any weapon style.
I know that already since I already am involved with martial arts for quite some time now.
I could now argue about how big difference is and everything, but let me ask you this:
Which would be extra skills in other two branches (Thief and Mage) and what would their perks be?
Also, how do you plan to implement grappling?
Do you expect them to make grapple animations for humanoids, animals and other creatures?
And how the hell would you use grappling on trolls, mammoths and similar creatures?
Those ideas you offer would simply demand way too much work and offer very little.
I didn't pull my idea of my ass and just post it here because I had nothing better to do.
I actually put some thought into it and tried to find a possible way to return those features in the game since they are not some minor things removed, but pretty large ones.
What I came up in the end is what I think to be the best way of implementing those features since.
