I know I am supposed to leave Windhelm and its hold four times. I have tried leaving and coming back multiple times. Then I check the graveyard and there is nobody there. Is this a bug or am I doing something wrong. If its a bug Bethesda please fix it. I want to buy the house.

Join the club. It's a widespread issue, it just never starts sometimes. I was lucky, it happened 2nd night in the city. Even the quest itself are starting is glitchy. Reminds me of NV.

It's a shame too, the lady is still alive I have checked the place she works. This game is very bugged. You know you mention NV and I never once had a quest bug in that game.

Bethesda fix this issue.
