Can not spawn Philippe to fix glitching quest

Hi

I've read at the Fallout wikia that in the Beyond the Beef quest, I can aquire an alternative non-human recipe from Philippe the chef. I also read in http://fallout.wikia.com/wiki/Philippe that there is a bug in which Philippe does not spawn at all in the game world, which off course is the case in my game now. I thought I could spawn Philippe with the console command "placeatme 118343", but I just get an error that his reference ID is invalid. I've also tried spawning him with the base ID, with no luck. I've also added the recipe to my inventory, but that doesn't seems to trigger the quest option. Atleast I don't understand how I am supposed to cook up this meal with the only instructions given in the notes text.

Any other ideas how I can accsess the alternative quest option of serving non-human flesh?

Figured out I had to use:

player.placeleveledactoratme 10d4e9

But talking to Philippe and getting his recipe did not fix the quest as I can not cook the alternative meal on the oven. When I try to interact with the oven, I just get that "declined" sound.
Seems like I just have to serve human flesh to be able to complete the quest, all though this is my least wanted option.

The oven wants these conditions satisfied: 1)you have not yet cooked the meal, 2)Mortimer is not dead, 3)you have the optional objective to talk to Philippe in your Pipboy. Assuming the problem is with step 3, you can try this in the console:

SetObjectiveDisplayed 10D2C6 75 1


and if that doesn't work you will have to do it the other way. If you are going to use the console to modify quests, it's best to download the Geck and learn how scripting works because it's not usually as simple as spawning someone.

I value your input, and this is not personal against you or anyone else on these forums, you are doing a great job helping newcommers such as myself. :)
But I think Fallout: New Vegas is the only game I know of that requires the player to download it's developer tools and get to know its scripting functionallity to work properly. So far there's been so many bugs and problems that I am about to give up the game entirely. Playing this game is very frustrating, to say the least.

Anyways, I just went ahead and made the white glove society into cannibals. It was the only option I had to complete the quest without using the console, and I don't want to introduce more bugs from using the console. Doesn't seems like it had any effect on karma, factions, or other quests, so it apparently was no big deal. :)
