in my experience, bethesda's GOTY games are always region locked and don't have the asian english release for asian region (singapore,philipphines,ect) which is svcks for us who live there and have NTSC J consoles. i hope bethesda will put Asian release on this ,because i missed shivering isle and FO 3 GOTY till i got decent PC last year
