Mirabelle Irvine missing : V

During the quest revealing the unseen, savros aren has told me to go talk to mirabelle ervine and the quest indicator shows she is near the hall of the elements but not inside. It appears she might be on top of savros tower, however u need a key to get up there. I play on xbox so clipping is out of the question :-(

Use Detect Life to determine where she is?

Whether she's indeed on top of the building.
