I began the search for the Headless Horseman some hours ago,and i realized that the best chance to find him was to go near the greaveyard where he dissapear's.And it worked,about 9:00 Pm he showed up near an imperial fotress on the Tunadra region of skyrim.I was so damn lucky,because i found a men who wanted to sacrice his cow to the giant's,and the headless horseman just showed up in the front of us.In the rumors it's sais that:
-if you have 1 Philter's phantom and use it,the "Headless Horseman will think that you are a ghost and will ask you to find his head".Luckly i got 2 potions(1 can be found in the nord ruins at Invarsted looted by a ghost)
But i think that the rumor of this quest is an epic troll,i tried about 10 times to talk with him when the cow blocked him,and no luck.So i want to know if someone's done his quest and can confirm if it's true or a lie.

Apparently you can talk to him. He speaks in a ghostly female's voice.

I know that he have quotes like:
-Finally", "Such an abrupt end to our game", and "All the living shall fear the dead.
According to Uesp wikia,this quotes is a refference to the "easter egg itself".
-"shall fear the dead" means the dead at his greavyard
-"to our game" means that you followed him in about all skyrim.

Yesterday, I passed him by on the road near Rorikstead in the direction of Whiterun. I had just finished killing some Thalmor and was looting them. I didn't even try to talk to him. Next time...

I spent a lot of time trying to talk to him, but I never could. I haven't tried the spectral potion thing, though. I thought he was just an easter egg that leads you to that graveyard during the night.

I've seen him, but didn't interact.

I've seen him one time but wasn't able to talk to him.
