So while exploring solitude i noticed that in castle dour there is a thalmor headquarters, although after venturing inside it was only a three stroy area containing a bedroom a room with a table and imperial flags, and a basemant. So im wondering what the purpose of this is. Does a quest deal with it or something? If not i can't help but wonder if it mat relate to a future DLC, thats just me wishing though.

I was also curious about it. My character is allowed to stay there, and it's nice enough; just seems odd that there's no one there.
