It's listed on the map - Bloodlet Throne can be found near Pale Pass.

In TES V: Skyrim the Pale Pass also makes an appearance, but ends at a closed Door.

Can you elaborate on the that? is pale pass fort (from oblivion) in Skyrim but just not enterable?

Is bloodlet throne just a renaming of pale pass fort?

I've been meaning to explore around the area and see if I could find it. I'd love to hear more.

There is no Pale Pass Fort from Oblivion.

Pale Pass is listed on the map http://zalthor.sitesled.com/skyrim_nine_holds.jpg as being the route up high in the mountains. This road will lead to a few locations - Halldir's Gaim, Angi's Camp, Bloodlet Throne, Southfringe Sanctum and Arcwind Point.
