I am on my second char and currently lvl 3, i wish to stay level 3 but still spend some perk points in enchanting, problem is i need to level up to lvl9 before i can do so...

I play on xbox so console commands are not available....

So could anyone tell me if its possible to spend my perkswithout leveling up?

No way that I'm aware of. If you want to use a perk you have to level. This was on purpose you know, think about it, do you really want a level 1 character with 50 perks?

you will have to pick to increase ur magika, health, and stamina, but u dont have to spend the perks

No, sorry, being able to spend level perks without levelling up would be effectively cheating. DUCY.

Yes, if you do not choose to use a Perk at a level up, then it will be there for you use when you want. I am currently sitting on two perks waiting for certain skills to advance. You can wait for a skill to buff up, or until you have decided what way you want to take your character.

For clarificstion, i do NOT want to use perks i havent earned yet, i want to use a couple ofperks i already have earned, but without leveling up 6 lvls... I want to spend those perks but i dont want the world to level scale untill later....
