Oblivion freezes at first load

So I bought the game on steam recently and my first problem was that it crashed due to having an external monitor, which was solved. Now it freezes at the loading screen following the bethesda logo's. I am running Windows Vista 32bit, and I bought the game due to my friend installing it on my laptop to check it out and then me liking it. Now it ran perfectly fine the last time( Few months ago) so I am very much stumped as to why i can't even make it to a menu screen :/
I did install all the unofficial patches and use BOSS to order them as well as installing the Oblivion Mod Manager and Wrye Bash just in case they were needed for anything
Here is some information if anybody would help because according to steam I have spent one hour playing this game and ALL of that has been a loading screen or crash. :(

I have tried all of the compatibility options and I have full administrative access so that one is out as well as deleting oblivion ini files and checking for any old files (unless there are some super hidden ones)
Now what happens is that the bar loads to the very end and then just stays there forever, I use task manager to check and it still says responding however its memory usage is just frozen in place not going up or down and I can't alt tab back to it.

Your video chip is related to the HD 2400 video card, but slower and weaker than the 2400 is. As onboard chips go, compared to others in its class, it was fairly decent three years ago, but not now, and not at a suitable level for games such as Oblivion.

As you can see, the 2400, if your chip was even that good, is only able to reach about one third part of the performance offered by the "Practical Minimum" AMD Radeon. The official minimum was the higher card because of the lack of current AMD drivers for the X700 and X800 (I tested using Omega Drivers). Compared to it, your chip probably would be lucky to reach one tenth part of the X850's performance level.

That doesn't mean you are totally out of luck, I don't think. If you lower the screen resolution drastically, it just might work for you, but don't expect nice looking visuals, and do expect numerous slowdowns any time things get busy on the screen. As to before and after, I cannot explain away a situation for low personal tolerance for slowness and ugly visuals.

I ran the game fine before without any slowdown at all outside, in the caves(fought those evil guys and monsters), or in the city(started a fight with guards). The only thing is I can't even get it to start properly this time.
I expect it not to look too great really, i am not one to care for graphics.

I updated the video card drivers which I have rolled back and still no luck, I have deleted the profile that I used to play oblivion with as well.
I am not really sure what other types of changes I should post because as far as changes to the actual system that would be it. Installed programs, well that would be a long list to be honest.

Did your friend use a disk to install the game? If the disk version works, and the steam version does not....... I would suspect an issue with steam, more than anything else. You wouldn't be the first.....

I think it has more to do with where steam installs stuff, than anything else..... If you can find where steam put it, right click on the oblivion.exe, select properties, and set it to run as admin. See if that makes any difference at all.

The STEAM version is no different from the disk version, it works just fine. I have both and have never had problems from either that are due to the method of install. All of my problems have been user error, and mod conflict. I suppose system inadequacy should also be mentioned, though that is not an issue on my current system. I honestly think most people that report STEAM issues specifically are just blaming STEAM instead of actually trying to find the root cause, probably user error or hardware. The only difference between the disk version and STEAM is the install directory. STEAM default is C:\Program Files\STEAM\steamapps\common\oblivion. So yeah it's a few more directories but that's it. Also you need a different version of OBSE for STEAM versions. Other than that it's the exact same game with all the capabilities of the disk version, mods included. And in over 6 years of using STEAM I've never once had an issue in a game because it's the STEAM version. So I personally think it's a misconception that STEAM versions of Oblivion, or other games, are flawed. I just wanted to mention my experience and opinions on that aspect. Others seem to think otherwise but you never know what these 'others', with problems, actually have going on behind the scenes. Could be any number of things.

In the end though I cannot offer much advice for the OP other than trying different drivers or http://www.oldblivion.com/. It's designed to help older or inadequate hardware run the game. Yes I understand you have ran the game in the past on this PC so it's possible a driver could allow better, even acceptable, performance for your onboard chip. Though it's hard to really troubleshoot any issue you have because of your hardware. Because in reality any issue or crashing that may arise could fall back to the onboard graphics chip not having the capacity to handle the game.

And yes you can just click on the .exe to launch the game, but it's still associated with steam though. A quick dialog box pops up but I don't have time to see what it is. It's only there long enough to know it's there, about .1 second.

I think at least part of the problems that folks have with steam, is indeed the install path. The fact that it is a sub-directory of Program Files introduces the possible complexities of UAC in window Vista, and Win7. Don't know if that is the OP's problem or not..... seemingly not, as Run as Admin didn't seem to help. I am going to guess that the disk version was more than likely installed to the default path in any event, and that at least would run..... I suppose, an interesting test might be turning off UAC (if he is on vista, doesn't seem to work as advertised in win7) and see if it makes a difference.

The directory is no different than C:\Program Files\BethesdaSoftworks\Oblivion which is the default for the disc version. Also a sub directory of Program Files, falling under the same UAC rules. Either way you can try to disable UAC and see what happens. I can also suggest you verify cache in STEAM which will ensure the default files are present and correctly installed.

Also you can move STEAM outside of Program Files if you wish. This would rule out any possibilities of UAC problems associated with Program Files and it's directories.

Alright a Reinstall, and Disabling the UAC did nothing which means moving the entire steam folder is probably my last bet.
