What am I doing wrong? I see all these videos of players shouting NPCs over cliffs is completely knocking them off their feet.

The shout that a have that does this only staggers an NPC. I'm not talking about Drauger bosses or something that might not do it...I'm talking about regular old NPCs. NO ONE gets knocked off their feet.

What am I missing??

Even at Level 1, Unrelenting is effective in battle with things like Trolls and Giants. You shout, then wail away while they are stunned. By that time they regain faculties, you should have recharged the shout.

I'm holding it down as long as I can but it casts as soon as I press the shout button.

I figured that the shouts that had different levels were the shouts that had scriptures or whatever greyed out at the shout screen in inventory or whatever.....UF doesn't have one.

How far are you in the Main Quest?

Then it seems that you haven't unlocked the last two words of the shout. Just keep doing the MQ and you'll get them eventually.

Well there ya go. You only have level 1. Go to the Oldbirds and they will hook you up with a new subwoofer system in your larynx so you can shout louder and harder.
