So there I was walking from Winterhold to Windhelm when in the distance I saw an NPC wearing a full set in dwemer armor. As I didn't know if it was friend or foe I sneaked towards him and when I got close enough I saw a tail and realized it was a khajiit. He turned around, detected me and started hurling fireballs at me like there was no tomorrow. I ran for my life and hid behind a rock with just a sliver of my health bar. After a few seconds he lost interest but I came back and killed him with a sneak attack.

I searched the body but didn't find anything special. Just the full set of dwemer armor and a dwemer dagger. So the questions remain:

1 - Who was that mysterious khajiit?

2 - Why was he in dwemer armor?

3 - Why did he attack me in first sight?


For a moment I felt like playing an MMORPG where players will attack you for no reason other than to see if they can.

Level-scaling?

150 hours of gameplay, never saw such thing in my travels. Khajiit in dwemer, sounds weird.

This char is only level 16, my older char is level 25 and never came across such thing.

Sounds more like random stuff and I loved it. Wish there were more of those.

Then I'd say that is pretty random. My strongest character is 27 and I haven't even seen a full set of dwemer armor.

there just random npc's, yesterday i killed a khajiit with ebony armour, dwarvern and glass mace, and he had invisiblity potions, it depends on level scale with what they wear

It's good to occasionally come across a foe that mops the floor with you. It gives purpose to levelling

Some NPC named Fugitive gave me an enchanted armour WHILE I was talking to Hircine.
Some named NPC decided to talk to me while I was having a life and death battle with a dragon, he survived the dragon, but I killed him for almost getting me killed.

This is completly common. Also, once you get certain skills to level 100 and complete quests, you will get Bounty Hunters, Assasins, Hired Thugs, Necromancers (from specific quests, read their notes) all trying to bum me.

Did he have a name? If he did, you can go to a wiki or even Google it and find out who he was.

This same fugitive gave me an enchanted bow in Winterhold before I encountered this kahjiit. A few minutes later a hunter came looking for him.

nope, he was just called Khajiit.

I had a random High Elf (named "High Elf") and a random Dark Elf (named, you guessed it; "Dark Elf") attack me on sight, both had high end gear, so I guess it's a randomly scripted event, but rare... (Twice in 150 hours and 3 characters)...

You can find a generic Orc pretty early on (like just after leaving Riverwood sometimes), who if you pick a fight with through dialog, they sometimes drop decent mid range gear... If you can kill them.
