Once again i'm new to Elder Scrolls coming from Wow... I was getting my butt kicked in a cave at level 11 so I got out leveled to 22 and tried the cave again. But I still got my butt kicked, So does the monster level scale with your character?

Usually in caves yes. In the world, not all the time.

I was wondering the same thing. Sometimes it's a good thing and sometimes it's not. It means that character levelling has no impact. You do get a better variety of skills and gameplay options you didn't have at lower levels. So even though your stats are in actuality always the same your skillset makes a difference.

Not directly, like in Oblivion. Different enemies and locations scale somewhat differently.

Might depend on where you spent your perk points as well. If you put all into smithing or alchemy that's probably the reason.

Wat? Perks don't make any difference. Only your level.

Everything scales to your level, but there are some enemies that are fixed level no matter what(i.e. Mammoths, Dragon Priests, Chickens).

Each dungeon has a set level range of enemies that can spawn. For example, that cave may be set from levels 10 to 20. Within that range the enemies will scale with you. The actual level would be determined when you first enter the dungeon.

The enemies scale to your character's main level. Thus, you can raise your skill level in a particular skill to like 100 and spend your perks in that skill to max it out...then go back into that cave. And don't let anyone tell you that Smithing or Alchemy won't help. If you raise your skill level in Smithing to 100 then you can make Dragonplate armor with which a full set can bring your armor level up to almost 300...melee weapons or arrows are laughable. Alchemy would allow you to make potions and poisons that would give you that edge you seek in defeating stubborn enemies. In fact, Smithing and Alchemy are two of the most useful skills if you want to get some advantage over monsters. You can get Smithing and Alchemy up to level 100 while a level 20 character and spend the 20 perks on them to max out those skills. Another good skill is Enchanting...even if all your dagger will do is 10 damage...enchant it with 100 shock damage and most of those monsters are going down with one stab.

no, not everything.
Your skills don't level with you, you have to keep them up.
Go to onehanded trainer, spend a few perks at armor as well.
You start being able to do anything, exept sneaking and such.
Later only your highest skills still show effect.
If thats your sneaky ones or alchemy or so,
then you are too degenerated for the harsh rality of Skyrim.
You cannot avoid improving at speech and lockpicking,
so spend your perks carefully.
