Can someone explain this? The dragon isn't technically dead since he isn't a pile of bones, but he isn't moving and is magically stuck in an archway at the College.

Its just the clean up code glitch, the games isnt removing dragon corpses correctly. Its a dead dragon skeleton thats respawned at the college. It just loaded the skin texture for it instead of the skeleton. Ive had it many times in whiterun with my pet dragon Dave.

Dave is a dragon I beat up a long time ago, but decided that he wanted to hang around. He comes out to meet me every time I enter whiterun, randomly appearing in town somewhere to say "Hi!". Some times he feels lonely because he has no-body around him.

It's searchable and so presumed dead. But it never went through the burning anim. Perhaps that failed when it got stuck in the arch. And is it eating its own tail?

Dead dragons tend to react pretty violently to having spells thrown at them. Try throwing a firebolt or any other bolt like spell you may have.

But then again if there is a problem with bypassing it and you are on the PC you can remove it with console commands or just move through it with tcl. (Don't remember the one to remove something like a dead dragon).

So did you try flinging spells at the corpse ?

Raise Zombie in particular seems to be effective.
