Have you heard the Argonians talk (the lizard species). I think the same person was hired to do the voices for the Argonians in Skyrim (from Oblivion). Now the voice is stuck to the character and in many gamer's minds. If whenever a lizard talks in the future, I would fully expect it to have that same accent and voice.

Only the female Argonians seem to have the same voice actor.

The males don't even have that Argonian accent I had become accustomed to in Oblivion; they just sound like your average human.

totally doable, they do it in cartoons often (sometimes they don't try, its really obvious)
