The bretons of high rock will fall to thalmor pressure and cut themselves off from the war of mena nd elves, skyrim will assist hammerfell (still not agreeing with the empire), and eventually the agronian empire and the high elves of summerset will clash while hammerfell and skyrim put pressure on high rock to assist. During this the dark elves will rebuild and prepare to aid the thalmor. Elseweyr will launch a surprise attack on black marsh after remaining neutral for long enough..
