I've got a hand to hand monk type character in the works but am curious if it will be worth it to gain these perks if they actually effect the speed of hand to hand attacks?

Hand to hand attacks are technically dual wielded right? And the language of the perk reads:

"Dual wielding attacks are 20% faster."

Has anyone tested this? Also, does Dual Savagery receive this benefit also?
