I was wondering if it would be possibe to recreate Fallout 2 with a mod or is that beyond the scope of the mod tools?

Recreate it how? The isometric perspective? The setting and story?

You want to recreate it like FO3 and FONV? IT would be very hard, if not impossible, and it would probably turn out badly. Recreating the size of the map alone would be next to impossible.

I was talking about setting and story. Really disapointing but thanks for the answers everyone.

I think the OP means something similar like Morroblivion. The same story and characters just giving it the same gameplay engine as FO3 and FNV.

It is entirely possible, but it would be a lot of work.

The Wasteland 2 engine, and Fallout 4 might be out before you finish this.

I wouldn't be shocked to see a FO or FO2 remake with the Wasteland 2 engine.

I would love it, but it seems too complicated. The only issue I have with the classics is their graphical prowess. And I don't mind adapting them to the newer engine, even if it would mean big changes to the gameplay. Neither real time or turn based carries my preference.
