I think that's the best answer: They're a breezy, jovial people living for the moment. From the perspective of the other races, of course they're going to come off as rather comical.

Also, note well that it's really only been the male Bosmer who seem to a be dripping with the chuckle[censored]ing-crazies (Syl not abiding, natch). Consider Methredel, et all.

In a book I've read, the heroine came from a tribe of shapeshifting witches that had lived in the wilds to be close to their goddess, and whenever she went inside a building, she'd get all claustrophobic and could "feel" the altered wood and stone around her. Manmade stuff like adobe was the worst. She had to have windows open or have the room filled with plants so she wouldn't go crazy; and I think Bosmer are the same considering their affinity towards plant-life.

Or, this is all Elder Scroll's attempts on getting funnies out of us short folk. Plus, like Haute said, Bosmer usually just don't give a (censored) about what others think. They live in the now, which probably makes them seem odd to people who know nothing but something really bad on the horizon.

My anolysis is very much this. However, I'd say that's for your general bosmer population. The bosmer dynasties, however, are very much more like the altmer.

Also, the amount of nutty bosmer in Skyrim was pretty low. Definitely more insane/out of it humans than bosmer.
