A metaphysical in-game reason for the availability of moddin

There is a question which I find interesting, but I am likely not to have the needed background in metaphysical lore to understand your answers, probably not even to state my question with clarity. However, I think it might launch an interesting debate, so I ask it even though.

I think some individuals in the history of Nirn have gathered enough power to be able to alter reality drastically, becoming gods, achieving immortality, concealing entire parts of the world from the vision of most people, opening gates to Oblivion or Aetherius, destroying entire civilizations, changing the nature of entire races, etc.

In Morrowind, we played as the Nerevarine, which gathered more power than Almalexia herself. In Oblivion, we played as a Champion of Cyrodiil blessed by the Nines and infused with the Essence of the Madgod Himselves (please allow me this horrid grammar mistake -- I think it suits Sheogorath pretty well). In Skyrim, we play as a Dovakhiin, as were Tiber Septim, Reman and Alessia.

These three characters are likely to potentially gather enough power to alter the reality.

So is it possible that the modding tools are there in fact, or also, to allow the player to explore this possibility? So modding would become a way to ultimately unlock the potential power of the played character, and would become a part of gameplay itself rather than a kind of meta-gameplay?

Does it even make sense, or have I worshipped Sheogorath for too long?

The concept of CHIM (search the forums and The Imperial Library, there is tons of discussion on it) has been repeatedly compared to the Construction Set/Creation Kit usage over the years. While it's not a perfect anolog, and it undermines the entire journey to achieving CHIM, it's still the best lore-related excuse for using the Construction Set as part of roleplaying.

If we hold to the notion of Kalpas (whether the TES interpretation or their real-world religious anologues) then, technically speaking, nothing is original; on the upside, I thought you put it nicely. That said, if the modding-tools are equivalent to CHIM or something like that, what are the Forums?
