Ideas for new game (location, storyline, etc) : Fallout 3

I have a lot of ideas for the new Fallout game and encourage a lot of others opinions, but these are my ideas:

Locations:
Chicago
London
Somewhere in Australia
New York
Texas

Storyline:
Wake up as a raider
Be able to join a section of military, for example Caesar's Legion and rise through ranks, etc

That's all for now but I would love to see some more creativity
