Vault 19 Powder Gang

So I was digging around in some old folders on my computer this morning, and I found one of my old NCR playthroughs and at the time I was working for a flawlessly "good" ending.

One of the last ones I need to do is the Powder Gang, and I'm not sure which is a better move. To send them to the great khans, or send them into the custody of the NCR.

Any tips would be helpful

It really depends if you want a good ending for the Powder Gangers or if you want a good ending for the NCR.

I convinced the Khans to leave the mojave, so I thought that if the Powder Gangers left with them, it would be a better ending, but I'm not sure if that hurts the NCR or not.

The ending slides say that the Great Khans carved a mighty empire out of the Northwest. If the Powder Gangers join up with them that bolsters one NCR hating faction with another NCR hating faction so it probably wouldn't be goof for the NCR though it would be good for the Powder Gangers.

It depends on what you determine to be "good." The NCR basically created the Powder Ganger threat by bringing a whole slew of criminals into the Mojave, but you could view turning them into the NCR as helping to fix that mistake. Or, if you feel bad about how the NCR basically wholesale slaughtered the Khans at Bitter Springs, let them join the Khans so they may have a better future of survival.

I've since ditched that play-through, as I got disillusioned with the NCR before I made it to the very ending.

On my House play-through, since the Khans are leaving, I put the powder gangers in their ranks, so they can leave with the Khans.

The Powder Gangers would have been full initiated Khans by the time they got to Wyoming. This Mighty Empire was brought to you by the followers. So it remains to be said if they would be a full fledged enemy of the NCR. I'd say they would keep to themselves, since Wyoming is far from NCR territory.
