Tutorial needed: Single frame animation for statues, using N

Posted a thread a little while ago about a better, faster way to make statues or stuffed animals in Oblivion: forcing a 1 frame animation on a creature and setting it to ghost and restrained.

The trouble is that while being a fairly competent CS user, I am also a lousy Nifskope worker.
So here goes: how do I get to select one frame from the kf in nifskope and make an animation from it? All I know is that I have to import a skeleton, apply an animation to it, play it to the frame of my desire and... then what? I was told about nicontrollersequence. What to do?

PS: Can this be done with blender too?
