Hello I'm already 86 hours to the game but now with a problem that is not my magic regenerates more:(

You have stunted magicka. Since it seems the problem has not existed since your game began we can probably rule out the Atronach birthsign as the cause. That leaves the disease Astral Vapors as a likely cause. Regardless, cure any diseases you may have (hit a chapel altar or eat a mandrake root or drink a cure disease potion for example). Hope that helps.
