Error message when trying to save? : IV

So I just reinstalled everything so I can finish a mod I've been working on, and I'm having an issue trying to save changes. This is the warning message that pops up:

Unable to complete operation due to failure removing previous file. Temp file remains.

This only seems to happen when I load a cell. I can save normally if I edit quests, scripts, etc... without having a cell loaded.

I'm running Win 7 64bit, the last time I had Oblivion and the CS installed was on XP.
