FPS unrelated lag

I've tested this for hours and hours, with, and without my mods As soon as I leave goodsprings, heading towards Primm past where the gecko shooting tutorial is, I get this bizarre stuttering, that seems unrelated to fps, as fraps reports 60. With my mods installed, it stays at 45-50, but still all the stuttering.With NMC and a lighting mod, As soon as I entire an indoor cell one of two things would happen, it crashes, or it doesnt. Usually the former. Without any graphics enhancing mods It would stutter when entering a cell. Oh, and it Always crashes when I reach Novac. Is this just one of those unfortunate instances where all effort is hopeless? Thanks for anything, if I get a link to something huge I missed,that is also appreciated. :smile:

Two big problems:

1. If you have a real, discrete graphics card that you are ashamed of admitting to, it is leaving you high and dry. If you have none at all, the game isn't SUPPOSED to run for you.

2. Any PC used for gaming must have all potential conflicting processes eliminated. A Vista or Windows 7 OS with more than 1 single GB of "Used" page file is in trouble. You have three times that amount.
