Not sure about the vendor but I know the rest of the programs are actually self aware, you can asking the SINK vendor if they are AI and he will explain it.

And the suit is pre-programmed to read vital signs and inject Med-X and Stimpacks when it thinks its appropriate.

It got me addicted to Med-X on my Legion character who only took chems to sell them.

Glad I sold it for about 7,000 caps (the suit not the Med-X).

Short Fuse is already a heavy chem user and alcoholic, just made y life easier.

Eh, I cant say I really would've cared much but it might have been a fun little tid-bit to be able to actually answer its questions. Except when I'm a guy and it asks me "Who's cuter, Dr. Klein or Dr. Borous?"
